PMRDA Updates
New PMRDA Development Rules for Open Plotting
The Pune Metropolitan
Region Development Authority (PMRDA) has released a comprehensive new set of guidelines governing open
plotting layout plans and infrastructure requirements in Pune's peri-urban growth zones. These regulations
are designed to curb unapproved layouts and enforce higher standards for roads, electricity, and water
management in plotting townships.
For property buyers,
these changes offer far greater security, but developers must adapt to the stricter requirements. Let's
analyze the core components of the new PMRDA guidelines:
1. Expanded Internal Road Width Guidelines
Under the new standards,
layout approvals will not be granted if the internal approach roads are narrower than 9 meters. For larger
plotting sites spanning more than 5 acres, the main arterial roads within the plotted development must be
a minimum of 12 meters wide to accommodate service lines, pathways, and emergency vehicle movement.
2. Amenity Spaces and Open Parks Allocation
A minimum of 10% of the
total plotting layout must be explicitly demarcated and reserved as open space for public parks, gardens,
and green cover. Additionally, developers must allocate 5% of the layout for civic amenity spaces like
transformer units, security rooms, and water treatment setups before receiving final collector signatures.
3. Mandatory Non-Agricultural (NA) Certifications
Individual plot
registries will require direct verification of the NA (Non-Agricultural) order issued by the competent
collector authority. PMRDA will maintain a digital portal listing all approved layouts to ensure
co-sharers cannot double-allocate survey plots, giving buyers absolute title security.
"These layout rules by PMRDA will raise land development standards. Buyers will no longer face boundary
conflicts, and infrastructure like roads and drainage will be guaranteed by law."
